Maintaining User-Centric Publishing

Many an open data publication project has culminated in the fanfare of a launch Like a plant, open data requires some ongoing nurturing to bloom. Thinking back to the publication policy developed during the Selection process, this should have covered a commitment to maintaining the published datasets for a specific length of time.

This requires actively managing the dataset to ensure it remains accessible, accurate, up-to-date, and usable over time. Key activities include:

Updating data: If new data becomes available, update the dataset with proper version control to maintain a history of changes. Where it is to be expected that data will be updated regularly (for instance, data for certain time periods) inform users in advance of the frequency of updates, when the next one is expected and the time period it will cover. Temporal aspects of data are one of the two facets of datasets that users most often specify (the other is geographic).

Communicating with users: Inform users about significant updates to the dataset through the appropriate communication channel.

Correcting data: It may be that errors are spotted, by data managers or users, and need addressing. These should then be communicated to users.

Encouraging user feedback: In your open data policy you should have set out how users can engage with you as the publisher of data, and facilitated channels for them to do so.

Performing data quality checks: User feedback is one of the best sources of information about data errors, inconsistencies or otherwise, but it is important to review the data on a regular basis, for instance, every 6 months, and implement appropriate quality control measures, especially those datasets that are less accessed by users.

Reviewing publication: If a dataset is not accessed, why is that? Is it poorly described, badly promoted or simply not as appealing to users as had been hoped? What can be done further to engage with users?

Finally, ensure sufficient resources are allocated to support ongoing maintenance and data management activities.
